TEXAS–APRIL 18, 2026– A unified coalition representing all breeds and disciplines across Texas is calling on horse owners, breeders, trainers, and industry supporters to take action in support of continued growth and sustainability within the state’s horse economy.
At the center of the effort is the Horse Industry Escrow Account (HIEA), a funding mechanism that reinvests dollars spent within the horse industry back into Texas agriculture. Since its implementation through House Bill 2463, the program has played a key role in reversing industry decline, helping drive larger field sizes, increased purses, and renewed participation across racing and breeding sectors.
Industry leaders credit the HIEA with restoring Texas’ competitiveness with neighboring states, encouraging trainers, owners, and breeders to return operations to the state amid improved economic conditions. The momentum has been reflected in measurable growth, including record purse levels reached in 2021 and continued expansion across multiple sectors of the horse economy.
The coalition emphasizes that continued legislative support is critical to maintaining that progress. Without additional investment, stakeholders warn that Texas racing, breeding programs, and accreditation initiatives could face a significant competitive disadvantage, potentially stalling or reversing the upward trajectory seen in recent years.
According to current estimates, the Texas horse population includes more than 361,000 Quarter Horses, over 114,000 Thoroughbreds, and more than 268,000 horses across other breeds, highlighting the industry’s deep-rooted impact on the state’s agricultural and economic landscape.
Supporters are being encouraged to contact their local legislators to express support for expanding the HIEA, reinforcing the importance of the horse industry to Texas heritage, livelihoods, and future growth.
