LOS ALAMITOS, CA—October 17, 2026

Gamaliel Garza Garcia, a Quarter Horse owner who spent nearly half a million dollars at the Los Alamitos Equine Sale in California earlier this month, has been sanctioned by the U.S. Treasury Department for his connection to the U.S.-designated Foreign Terrorist Organization (FTO) Cartel del Noreste (CDN).

“Today’s action exposes Cartel del Noreste’s exploitation of the horse racing sector to launder illicit proceeds and finance cartel operations,” said Secretary of the Treasury Scott Bessent in a press release issued Oct. 13. “This action marks Treasury’s most significant effort to date to disrupt Cartel del Noreste’s financial infrastructure. Treasury, in close coordination with our law enforcement partners, remains committed to protecting the U.S. financial system from misuse by violent cartels.”
