Permits:
On October 16, 2026, the Director of Racing took regulatory action against Skyfall 7, LLC (“Skyfall”) dba Turf Paradise to suspend its Teletrack Permit, following the restriction of property access, questions regarding the financial resources available to conduct teletrack wagering operations, and loss of key licensed personnel. The Division scheduled a hearing (“Hearing”) for November 19, 2026 and suspended all activity authorized by the Teletrack Permit until the Arizona Racing Commission (“Commission”) conducts its hearing.
On October 27th, the Division rescheduled the Hearing regarding the suspension of Skyfall’s Teletrack Wagering Permit to Friday, November 13, 2026 at 10 a.m. in response to Skyfall’s request for an expedited Hearing.
On October 28th, Skyfall made an additional request to temporarily lift the suspension from Thursday, October 29, 2026 to Sunday, November 1, 2026.
On October 29th, the Division provided a written denial of Skyfall’s request to lift the suspension of its Teletrack Permit temporarily. The Division provided another written denial of Skyfall’s request on October 30, 2026 after being provided additional information on October 29th and 30th. The Division has several outstanding concerns that require remediation prior to lifting the suspension and opening the Off-Track Betting (“OTBs”) sites, including whether Skyfall has the licensed personnel and financial resources available to pay OTB winnings and essential services to safely conduct teletrack wagering operations in compliance with Arizona law.
The suspension of Skyfall’s Teletrack Permit (and all activities authorized by the permit) remains in place until the hearing on November 13th. The Hearing will take place at the Department’s Phoenix office and public access will be made available virtually via Google Meet.
The Division continues to evaluate conditions at Turf Paradise Racetrack and the permittee’s compliance with applicable safety and regulatory requirements associated with its Commercial Live Racing Permit and Teletrack Permit. The health, safety, and welfare of all racing participants and the wagering public remain a priority for the Division. Should the Division's findings identify matters warranting further regulatory consideration, those findings will be presented to the Commission for review and determination within its authority.
The Hearing on Skyfall's Teletrack Permit will be held during the Commission's regularly scheduled Meeting on November 13, 2026.
For information regarding matters scheduled for consideration by the Commission, licensees and industry stakeholders may review upcoming meeting notices and agendas at gaming.az.gov/racing/meetings-minutes.

- Claim submission does not guarantee payment or establish a specific timeframe for resolution.
- If you have not received an update within 30 days, please contact the Department’s Division of Racing to check your claim status.
The Arizona Department of Gaming and the Arizona Racing Commission remain committed to protecting the public, maintaining the integrity of Arizona's regulated racing and wagering industry, and ensuring compliance with applicable laws and permit requirements.
