Kansas Gaming Bill Introduced

Q-RACING JOURNAL—FEBRUARY 24, 2015—A proposed bill addressing gaming in Kansas is expected to be heard in committee on March 5.

Senate Bill 192 has been introduced in the Senate Federal and State Affairs Committee and will be heard in at 10:30 a.m. in Room 144 South at the capitol in Topeka.

Racetrack gaming machines have been legal in Kansas for 8 years, but unfavorable state taxes have shuttered The Woodlands since 2008.

The bill, introduced by Kansas Quarter Horse Racing Association and the Kansas Thoroughbred Association, would allow up to 2,800 electronic gaming machines to be placed at racetracks around the state, and would reduce the state tax from 40 percent to 22 percent. It would also give 14 percent of revenue to an equine purse fund and 1 percent to a fair fund, to fund Eureka Downs. Parimutuel licensee locations in Wyandotte County – where The Woodlands is located – would be required to run at least 60 days of live racing, with at least 10 races per day, including at least three Quarter Horse races.
